The Fresno Police Department, under Police Chief Jerry Dyer, is teaming with District Attorney Lisa Smittcamp to crack down on human trafficking and educate the public that prostitution is not a victimless crime.
In addition, local nonprofits such as Breaking the Chains are providing victims — many of whom are minors and runaways — with shelter, counseling and other much-needed help.

What’s the use of arresting under age youth when the organization charged with keeping them safe can’t even hold the girl for more than a few hours when she escapes custody. Now the police can’t find her and she’s most likely back doing the same thing again.
